Conceived in the late 1930s by Gill Robb Wilson, the Civil Air Patrol was officially established on December 1, 1941 as an emergency services organization. Wilson foresaw aviation's role in war and general aviation's potential to supplement America's military. In 1943 Congress granted a charter to Civil Air Patrol, charging the volunteer organization with three missions. The first, promoting aviation has evolved into aerospace education as well. Secondly Congress charged CAP with providing a training program to support the nation’s youth in contributing to society and preparing for successful adult lives. Thirdly CAP was also expected to continue being involved in emergency services. This work is what CAP is most well known for today. Finally, In 1948 CAP was designated as an official civilian auxiliary of the United States Air Force.

The 162nd Utica Composite Squadron proudly continues this tradition by providing youth between the ages of 12 and 18 extensive training in leadership, scholarship opportunities, search and rescue schools, aerospace and the customs and courtesies of the U.S. Military. As a group we also seek to educate the public about our mission, vision and aerospace.

Members of CAP proudly wear the uniform of the U.S. Air Force with the insignia of CAP.
